Job Summary

This position will provide experienced systems engineering and benefits/economic analysis/operations research analysis in support of the Federal Aviation Administration (FAA). 

Years of Relevant Experience

The position requires 10+ equivalent years of experience in systems engineering, project requirements development, alternatives analysis, benefits quantification, cost/benefit analysis, or economic analysis. Specific experience with the Federal Aviation Administration (FAA) or the Department of Defense (DoD) is desired. 

Essential Job Functions

  • Individual will perform a wide variety of systems engineering analyses to include, Requirements development & analysis, investment, and other analyses for the Federal Aviation Administration (FAA) and other potential clients in support of mission-critical systems acquisition activities.
  • Individuals must be able to perform systems engineering analyses on systems and software engineering documentation and artifacts (e.g. Systems Specifications Document, Software System Specifications, etc.).
  • At least 5 years of experience developing technical documentation such as white papers, briefings, program requirements documents, requirements specifications, concept of operations, and other documentation for air traffic control systems.
  • As part of a larger management consulting team, the analyst will be required to lead teams through the completion of work products, develop creative options and alternatives, and work collaboratively to develop business case solutions for FAA clients, including the development of shortfall analyses, benefits quantification, and economic analysis in support of program acquisition and operational systems evaluation.
  • Individual be responsible for model and simulation development to provide quantitative analyses, cost-benefit and economic analyses to support the Federal Aviation Administration Program Acquisition and Operational Systems Evaluation.
  • Candidate should have experience developing system requirements for hardware, software, and facilities construction and/or leasing.
  • Individual will perform requirements development as required for air traffic control facilities and other alternatives analyses.

Essential Duties and Responsibilities

  • Support strategic mission, program mission and investment analysis activities.
  • Develop operational concepts and their translation into NextGen capabilities, operational improvements, and performance requirements.
  • Record and track system requirements and update requirements and other systems engineering documents
  • Develop, analyze, and decompose system requirements
  • Quantify and monetize capital investment program benefits to all stakeholders and contribute to the program cost/benefit analysis
  • Assist in requirements definition and decomposition
  • Develop and assess system and program alternatives
  • Support operational and development analysis, technology evolution plans and transition strategies and be able to identify and assess systems alternative solutions, gaps, shortfalls and risks.
  • Contribute effectively to working groups through oral and written communication and foster cooperative working relationships.

 Education Requirements

Bachelor’s degree in engineering, math, operations research, aviation, finance, or related scientific field required. A Master’s degree or PhD is a plus, and advanced degrees may count toward additional years of work experience.

Skills Required

  • High level of proficiency with MS Excel, MS PowerPoint, MS Project and other MS Office Products.
  • Strong analytical background, analysis experience, and excellent communication and interpersonal skills.

Skills Desired

  • Knowledge of FAA NAS systems, aviation, data analytics, and solution development
  • Exposure to aviation and FAA systems and nomenclature
  • Proficiency in working in a team environment
  • Experience managing client relationships

Security Requirements

Must be a US citizen or a legal resident for three of the past five years

Must meet eligibility requirements for a US Public Trust security clearance
