Job Summary

 

This position will provide experienced cost analysis and estimating support for Department of Homeland Security (DHS) programs.

 

Years of Relevant Experience

 

The position requires 7-15+ years of cost analysis and estimating experience. DHS experience is desirable, but not required.

 

Essential Job Functions

The Cost Analyst shall provide cost estimating related support and services. The Cost Analyst shall assist customers with developing procurement solutions through the use of mathematical, statistical, and operations research techniques. The Cost Analyst shall assist in the development of complex cost studies, prepare related documentation, and assist with analysis for systems and programs. The individual’s activities include but are not limited to:

 

  •             Participate in cost teams performing cost estimating and cost analysis of DHS programs.
  •            Understand and assist in the development cost models incorporating cost risk and uncertainty through Monte Carlo discrete event simulation, documenting and presenting results, communicating with stakeholders, and attending various program meetings.
  •          Organizes, directs, and coordinates the budget, planning, and execution of all task support activities.

  •            Demonstrated knowledge, experience, and proficiency of ACEIT, Crystal Ball, @Risk, and other common cost analysis software

  •          Demonstrated knowledge of the business and financial impacts of alternative procurement approaches.

  •    Demonstrated knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business environments.

  •      Demonstrated knowledge of IT software used throughout the government for cost and economic analysis.

  •    Develops task management plans, determines resource needs, and ensures technical performance of products/services are within cost and schedule.

  •      Assist with database architecture plans and development.

  •            Provide effective verbal and written correspondence, prepare reports and presentations, as required.

  •           Support cost research and issue paper development.

  •      Be able to effectively work in a team environment.
